Article 88

Vehicle Type Approval

1. For the operation within the country of motor vehicles, their trailers, and three-wheeled vehicles, motorcycles, and mopeds—whether imported from abroad or manufactured or assembled domestically— prior type approval is required, which is granted by the competent departments of the Ministries of Rural Development and Food, for agricultural machinery, and by the competent departments of the Ministries of Infrastructure and Transport for construction machinery and other vehicles.

2. Type approval of technical assemblies and components of motor vehicles, their trailers, three-wheeled vehicles, and motorcycles, is granted by the competent department of the Ministry of Infrastructure and Transport.

3. Outside the road network or on roads and in areas where public vehicle traffic is prohibited, passengers may be transported using construction machinery suitable for this purpose.

4. For vehicles intended for use within special fenced-off areas, a more specific procedure may be established, as compared to that set forth in paragraphs 1 through 3.

5. A competent committee shall decide on any disputes regarding the classification of a motor vehicle as a passenger car, agricultural machinery, or construction machinery.

6. Passenger cars first registered in the country after January 1, 1993, are equipped with seat belts in the rear seats as well.
