Pedestrian Traffic Rules
1. Pedestrians are required to use sidewalks or designated pedestrian walkways. As an exception, they may use the roadway, provided they take the necessary precautions:
(a) Pedestrians who are pushing, dragging, or carrying bulky objects that, if they were walking on the sidewalk or the shoulder, would cause serious obstruction to the movement of other pedestrians,
(b) groups of pedestrians, when led by a person specifically designated for that purpose or when forming a procession,
(c) people with disabilities who use wheelchairs.
2. If it is impossible to use the sidewalks or curbs intended for pedestrians, or if there are no sidewalks or curbs, pedestrians may walk on the roadway in a manner that does not obstruct traffic. If the roadway has a lane for bicycles or mopeds, they may walk in that lane, provided that traffic volume permits and they do not obstruct the movement of mopeds or bicycles in the lane. Pedestrians are not permitted to jump over obstacles such as beams, chains, traffic islands, curbs, and railings that have been installed by the competent authorities for specific reasons. The presence of such barriers means that pedestrians are prohibited from entering the restricted area of the road.
3. Pedestrians using the roadway must walk against the direction of traffic and as close as possible to the edge of the roadway, unless doing so would put them in danger or special circumstances prevent it.
As an exception, persons pushing or pulling handcarts, riding a bicycle, moped, or motorcycle, persons with disabilities who are in wheelchairs, and groups of pedestrians, when they form a procession or are led by a designated person, are required to walk near the right-hand edge of the roadway. Pedestrians walking on the roadway, unless they are in a procession, are required to walk in single file when traffic safety so requires, due to visibility conditions, traffic density, or other reasons. Groups of pedestrians moving on the streets are required to leave a sufficient portion of the roadway clear on the right side of the street so that a vehicle can pass.
4. In order to cross the roadway, pedestrians must:
a) If there are crosswalks on the road, use them,
(b) if the crosswalk they are about to use has pedestrian traffic lights, to obey the signals,
c) if there are no pedestrian traffic lights at the crosswalk, but traffic is regulated by vehicle traffic lights or by traffic controllers, and a signal is given for vehicles to proceed, they must not step onto the roadway,
(d) at crosswalks where traffic—both pedestrian and vehicular—is not regulated by traffic lights, they must not step onto the roadway before taking into account the distance and speed of approaching vehicles,
e) if there are no crosswalks on the roadway, they should not step onto it unless they are certain that they will not obstruct vehicle traffic, and then they should cross the roadway perpendicular to its axis,
(f) at at-grade intersections, at which traffic is controlled by traffic lights or traffic officers, to cross the roadway while walking parallel to moving vehicles,
(g) to cross the roadway perpendicularly, without slowing down or stopping on it without good reason.
5. Violations of this provision are classified under Category E1-A.
