Article 22

Oncoming traffic

1. When encountering oncoming vehicles, the driver is required to leave sufficient space on the side, driving on the right-hand side of the roadway. If, during such an encounter, the oncoming vehicle’s passage is obstructed due to an obstacle or any other cause, the driver is required to reduce speed and, if necessary, stop to allow the oncoming vehicle or vehicles to pass.

2. On steeply graded roads where it is impossible or difficult for oncoming vehicles to pass each other, the driver of the descending vehicle must yield sufficient space to allow the ascending vehicle to pass.

If one (1) of the two (2) vehicles is required to back up to allow the other to pass, the combination of vehicles (convoy) has the right of way over other vehicles, with heavy vehicles having priority over light vehicles and buses having priority over trucks. If both (2) vehicles are in the same category, the driver of the descending vehicle is required to back up unless, due to traffic conditions, the configuration and condition of the road, and the cargo being transported, it is easier for the driver of the ascending vehicle to back up.

4. Violations of this provision are classified under Category E1-A.
