Article 20

Street-level location

1. Traffic on the country’s road network flows on the right.

The driver of any vehicle, subject to paragraph 1 of Article 16, concerning rules of road behavior, and paragraph 6 of Article 21, on passing and driving in columns, shall drive their vehicle close to the right edge of the roadway, even if the entire roadway is clear.

2. Except in cases of absolute necessity, the driver must travel exclusively on the specific roads designated for his or her vehicle category, road surfaces, and traffic lanes designated for that vehicle class, where such lanes exist. If no traffic lane or special road has been designated for them, drivers of trucks, buses, and slow-moving and slow-traveling road vehicles in general are required, subject to paragraph 6 of Article 21, drive these vehicles in the right-hand lane on roads that have at least two (2) lanes in each direction, while drivers of mopeds, bicycles, and non-motorized vehicles, as well as those leading animals, are required to travel along any passable portion of the road in the direction of traffic, if available, and this does not cause any inconvenience to other road users; otherwise, they must ride near the right-hand edge of the roadway.

3. Subject to paragraph 1, on roadways divided into two (2) or more traffic lanes in each direction by longitudinal markings, drivers must keep their vehicles within the boundaries of a single lane and, as far as possible, in the center of that lane.

4. Drivers are prohibited from driving on the portion of the roadway designated for traffic traveling in the opposite direction, as well as in squares, pedestrian zones, sidewalks, traffic islands, median strips, or special platforms intended for pedestrian use, except in cases of absolute necessity or when specific regulations permit it.

5. On two-way roads with four (4) or more traffic lanes, drivers are not permitted to occupy the traffic lanes designated for traffic traveling in the opposite direction.

6. On two-way roads with three (3) traffic lanes, drivers are not permitted to occupy the outermost lane of oncoming traffic.

7. On one-way streets (streets with a single direction of traffic) that are specifically marked as such, drivers are prohibited from driving against the direction of the one-way street.

8. (a) Violations of paragraphs 1, 2, and 3, subject to subparagraph (b) of this section, are classified in category E1-B.

(b) Other violations, including those specified in paragraph 2 with respect to trucks and buses, and those specified in paragraph 4, are classified under category E3-B and category S.
