Article 18

Animals, horse riders, attendants, and animal handlers

1. Animals may be led only by people who are fully capable of handling them and who are able to control them completely.

2. Animals that are likely to endanger road users are not permitted on roads unless they are under the supervision and control of a qualified handler. Dogs must, in general, be kept on a special leash.

3. Dangerous animals, whether in herds or flocks, must be moved under the supervision of a leader. Large herds or flocks of animals must have multiple herders.

4. Whenever large animals or herds or flocks are moving on the roads at night, their drivers are required to mark the animals, as well as the beginning and end of the herd or flock, with clearly visible lights.

5. Violations of this provision are classified as Category E2-A, unless they are subject to a more severe penalty under another provision.
