Article 1

Purpose

The purpose of this document is:
a) to adapt the Highway Code to the modern needs of safe traffic for pedestrians and vehicles,
b) to strengthen the deterrent effect of the penalties under the Highway Code, and
c) to simplify procedures by decoupling penalties from the vehicle, with very few exceptions.
